This again is an example of harmless foundation movement but the repair is worse than the condition calls for. Patching mortar in a brick wall is tricky and is not for the novice. This house is likely entitled to some movement as long as it has only cosmetic consequences. Repairing a brick wall is not done by simply filling in martar. Like a glass pane, patching just doesn't get the job done. Patching the mortar does nothing to address the cause and many times the cause is simply not that serious.
