This is Texas!

I know this looks bad but this kind of damage is pretty common in North Texas. There probably is nothing needed here. In fact, the mortar that was applied to "repair" this wall did more harm to the appearance than anything else. Now instead of having to be within a few feet of the building to see the damage, it can be seen a block away. The homeowner could have ignored this one.
